Job Summary
CARE Nigeria is seeking a Project Coordinator (Cash Transfer & Beneficiary Data Management), a seasoned technical expert responsible for the comprehensive management of participant data across the organization’s CVA portfolio. The role will ensure the secure, accurate, and efficient use of beneficiary information on digital payment platforms such as RedRose or NAGIS Bulgaria, enabling transparent and responsive program delivery. The coordinator will oversee the full data management lifecycle, from participant registration and verification to unique identification, transaction processing, and reporting. Working closely with program teams, MEAL, Cash and Markets, Supply Chain, and other support units, the role will ensure compliance with organizational policies, data protection regulations, and safeguarding standards, while strengthening the integration of digital platforms into operational processes. By maintaining high-quality, real-time data and robust compliance procedures, the Specialist will support informed decision-making, enhance accountability, and drive more effective and inclusive outcomes for crisis-affected households The Netherlands Ministry of Foreign Affairs–funded Catalyzing Strengthened Policy Action for Healthy Diets and Resilience (CASCADE) project is a five-year initiative (2022–2027) designed to strengthen nutrition systems and contribute to ending malnutrition for 1.1 million women of reproductive age and children under five in Nigeria. Implemented by a consortium of CARE and GAIN, the project works closely with national institutions, the private sector, academia, and government stakeholders to drive sustainable improvements in diet quality, service delivery, and system resilience. CARE Nigeria works to reduce poverty and strengthen resilience through impactful programs in nutrition, food security, livelihoods, and gender equality. CARE Nigeria is recruiting for this role to support this objective.

RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Participant Data and Platform Management
- Oversee the setup, configuration, and maintenance of beneficiary databases on Digital Payment platform - NAGISS Bulgaria E-voucher systems.
- Manage beneficiary registration, verification, and updating processes, ensuring accuracy and completeness of data.
- Generate unique beneficiary IDs and maintain interoperability between program datasets.
- Upload, validate, and reconcile data for cash and voucher transactions, ensuring timely and error-free payments.
- Conduct regular audits of data and troubleshoot platform-related issues in collaboration with vendors.
Job Responsibility #2: Technical Support and Quality Assurance
- Develop and maintain Standard Operating Procedures (SOPs) for participant data management.
- Train program, Supply chain and MEAL, Finance and other relevant staff on the correct use of The Digital payment platform, data protection, and transaction processing.
- Monitor platform usage and data quality, addressing inconsistencies promptly.
- Work with IT and MEAL teams to digitize forms, surveys, and monitoring tools.
Job Responsibility #3: Compliance, Data Protection, and Accountability
- Ensure compliance with General Data Protection Regulation (GDPR) and CARE’s safeguarding policies.
- Draft and maintain data sharing agreements with partners, vendors, and stakeholders.
- Protect beneficiary privacy by implementing robust data security measures.
- Ensure that complaint and feedback mechanisms are integrated with beneficiary databases.
Job Responsibility #4: Coordination and Representation
- Liaise with vendors, service providers, and technology partners for troubleshooting and system improvements.
- Represent CARE in Cash Working Group and technology coordination forums.
- Collaborate with other NGOs to promote harmonization and interoperability of beneficiary management systems
Resource Mobilization
- Contribute to CARE’s resource mobilization efforts
- Produce regular beneficiary and transaction reports for internal and donor reporting.
- Document lessons learned, best practices, and recommendations for future programming.
- Support proposal development by providing technical inputs on data management and digital payment platforms.
- Support resource mobilization through data decisions, budget forecasting and program designs.
Other Responsibilities:
- Perform any other duties as assigned by the Director of Program or senior leadership.
Requirements
QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:
Required
- Bachelor’/Masters s degree in Information Management, Computer Science, Statistics, Humanitarian Studies, or related field.
- Minimum 5 years’ experience in humanitarian programming with a focus on digital cash and voucher assistance and Participants data Management.
- Hands-on experience with RedRose, NAGIS Bulgaria, or similar e-voucher / beneficiary management platforms.
- Strong understanding of data protection principles and GDPR compliance.
- Proven ability to train and build capacity of staff on data systems.
- Strong analytical, troubleshooting, and reporting skills.
- Excellent communication skills in English (knowledge of Hausa/Kanuri is an asset).
- Willingness to travel to field locations up to 20% of the time.
