Job Summary

CARE Nigeria is seeking a Supply Chain Manager who will be responsible for providing strategic leadership, coordination, and management oversight for CARE International’s supply chain functions across all offices and program locations. The position ensures that procurement, logistics, fleet, and warehouse operations are effectively planned, implemented, and monitored in line with CARE’s global standards, policies, and donor requirements. This role plays a critical function in ensuring value for money, operational efficiency, compliance, and accountability in the management of CARE’s resources. The incumbent will lead the supply chain team to provide high-quality, timely, and cost-effective operational support to CARE’s development and humanitarian programming. The Supply Chain Manager is also responsible for strengthening systems, building team capacity, ensuring readiness for emergency response, and promoting continuous improvement in CARE’s operational excellence.

RESPONSIBILITIES AND TASKS:

Job Responsibility #1: Strategic Supply Chain Leadership

  • Lead the development and implementation of CARE’s country supply chain strategy in line with global policies and country operational needs.
  • Provide strategic direction for the design and implementation of efficient, transparent, and compliant supply chain systems that support both humanitarian and development programs.
  • Contribute to operational planning, risk management, and budgeting processes to ensure adequate supply chain support across projects.
  • Promote a culture of accountability, innovation, and continuous improvement in the supply chain team.
  • Lead business process re-engineering to optimize supply chain workflows and ensure effective coordination between field offices and the country office.
  • Strengthen supply chain internal control systems and ensure full compliance with CARE and donor procurement regulations.

Job Responsibility #2: Procurement Management

  • Manage all procurement activities in accordance with CARE’s Procurement Policy, Standard Operating Procedures (SOPs), and donor regulations (USAID, ECHO, FCDO, UN, etc.) while ensuring compliance with government regulations.
  • Lead the preparation and implementation of the annual procurement plan in collaboration with program, finance, and project teams.
  • Ensure procurement processes achieve best value for money while maintaining fairness, integrity, and transparency.
  • Oversee the tendering, bid evaluation, and contract award processes, ensuring documentation and approvals are completed per policy requirements.
  • Maintain an updated supplier database and lead periodic market assessments to identify reliable vendors.
  • Establish and manage long-term agreements (LTAs) for frequently purchased goods and services.
  • Provide technical guidance to project procurement officers and ensure consistency in documentation and compliance across all offices.
  • Ensure that all contracts and purchase orders are tracked, monitored, and reported accurately.

Job Responsibility #3: Logistics, Transport, and Fleet Management

  • Develop and implement systems for efficient fleet management, ensuring vehicles are well-maintained, safely operated, and cost-effective.
  • Monitor and control fuel consumption, maintenance costs, and vehicle utilization to ensure accountability.
  • Ensure compliance with CARE’s fleet safety standards and government transport regulations.
  • Lead the development and implementation of logistics and support plans for emergency preparedness and response.
  • Coordinate with the Security Manager to ensure safe movement of staff and goods, especially in high-risk areas.

Job Responsibility #4: Warehousing, and Inventory Management

  • Oversee all warehouse operations, ensuring efficient receipt, storage, issuance, and dispatch of goods and materials.
  • Ensure that all warehouse and inventory management practices comply with CARE’s global procedures and donor rules.
  • Maintain accurate inventory records through regular stock reconciliations and reporting.
  • Ensure that warehouse conditions meet safety, hygiene, and security standards.
  • Supervise proper asset management, including tagging, tracking, maintenance, and disposal of assets.
  • Lead periodic physical verification of assets and inventory, ensuring timely updates to the asset register.

Job Responsibility #5: Compliance, Risk Management, and Reporting

  • Ensure full compliance with CARE International’s policies, procedures, and donor regulations in all supply chain operations.
  • Maintain a strong internal control environment to prevent fraud, waste, or misuse of resources.
  • Lead the country office’s participation in internal and external supply chain audits, ensuring timely implementation of corrective actions on supply chain audit recommendation.
  • Identify and mitigate supply chain risks, developing contingency plans where necessary.
  • Prepare and present regular analytical reports on procurement performance, logistics efficiency, and cost optimization.
  • Ensure supply chain data integrity and contribute to management decision-making processes through evidence-based reporting.

Job Responsibility #6: Team Leadership and Capacity Building 

  • Lead, coach, and mentor the supply chain team, fostering a collaborative, inclusive, and high-performing work environment.
  • Identify staff training needs and coordinate capacity-building initiatives to strengthen individual and team competencies.
  • Support succession planning and professional development within the supply chain department.
  • Promote CARE’s values of gender equality, diversity, and inclusion in all aspects of team management

 Job Responsibility #7: Coordination and Representation

  • Work closely with programs and the entire business service team, finance, administration, to ensure integrated and timely operational support to project implementation.
  • Represent CARE in relevant inter-agency logistics clusters, donor coordination meetings, and government forums.
  • Develop partnerships and maintain positive relationships with vendors, suppliers, logistics providers, and other stakeholders.
  • Support implementing partners and local organizations with technical guidance on CARE’s procurement and logistics standards
  • Coordinate with relevant departments and global project team on oracle education and implementation

Resource Mobilization

  • Contribute to CARE’s resource mobilization efforts

Other Responsibilities:

  • Perform any other duties as assigned.

Requirements

QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

Required

  • Bachelor’s degree in supply chain management, Logistics, Business Administration, or related field.
  • Master’s degree or professional certification (e.g., CIPS, CILT) is highly desirable.
  • Minimum of 7 years of progressive experience in supply chain, logistics, or procurement management roles, including at least 3 years in a senior management position.
  • Proven experience managing large-scale supply chain operations in international NGOs or humanitarian organizations.
  • Demonstrated knowledge of donor procurement regulations (e.g., USAID, ECHO, FCDO, UN, etc.).
  • Strong experience managing multi-site operations and diverse teams.
  • Experience in both humanitarian response and long-term development programming contexts is preferred.

Competencies:

  • Strong analytical, problem-solving, and strategic planning skills.
  • Excellent negotiation and communication abilities.
  • Proficiency in ERP or supply chain management systems (e.g., PeopleSoft, oracle or equivalent).
  • Ability to manage competing priorities under pressure and tight deadlines.
  • Demonstrated integrity, transparency, and commitment to CARE’s core values.
  • Excellent interpersonal skills and ability to work effectively with people from diverse backgrounds.
