Job Summary
CARE is seeking an Infrastructure Assistant (SP) support the successful implementation of the Resilience and Social Cohesion (Peace) project in Northeast Nigeria is a joint initiative implemented by implemented the United Nations World Food Programme (WFP) and United Children’s Fund (UNICEF) with funding from the Federal Ministry of Economic Cooperation and Development (BMZ) of the German Government. The project aims to restore basic services, rebuild livelihoods and infrastructure, and enhance social cohesion by bridging humanitarian, development, and peace interventions to foster a transformational process. The Infrastructure Assistant will work closely with the infrastructural team to jointly execute and maintain construction projects and systems in line with the project main objectives for the targeted groups and in compliance with CARE and WFP policies and practice with respect to safeguarding policy, code of conduct, equal opportunities and other relevant policies and procedures.

RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Civil Infrastructure
- Ensure the implementation of Humanitarian Infrastructure project activities as designed and planned in the work plan.
- Be able to understand design of the different proposed structures, prepare BoQ, and Scope of Work, familiar with tender invitation, tender document, contract, service contract.
- Engage beneficiaries to form user committees to ensure appropriate technical and social interventions to secure outcome, impact and sustainability.
- Identification of appropriate maintenance mechanisms and sustainability of the infrastructures.
- Identification of key hygiene practices (gender sensitive) to be addressed and sectors of the population with whom to engage and define an appropriate communications strategy to promote safe practices.
- Design and plan weekly activities from the work plans for logistics and improve internal coordination.
- Implement Infrastructure intervention with professionality to ensure technical and programmatic quality of the project.
- Conduct assessments and baseline studies.
- Participate in coordination meetings as directed by line manager and share information with external stakeholders as appropriate.
- Provide regular and reliable narrative reports reflecting lessons learned.
- Work together with the local partner’s Infrastructure team members to ensure that the various aspects of the infrastructure response are integrated, and that they form part of a coherent Infrastructure response.
- Ensure that all activities are implemented in line with relevant standards, codes of conduct, and humanitarian principles.
- Use participatory approaches as far as possible throughout the program cycle.
- Ensure that gender, protection, disability, the environment, and other important crosscutting concerns are considered in program implementation, and reporting; ensure that project activities reflect the needs of specific groups and individuals.
- Ensure all activities are carried out in accordance with local government procedures (e.g. site selection) and do not duplicate or interfere with activities proposed or carried out by the UN or other NGOs.
- Liaise with other organizations/entities engaged in similar activities in area of intervention.
Job Responsibility #2: Safeguarding Responsibility
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of CARE including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Job Responsibility #3: Collaboration
- Participate actively in the monitoring of the project in collaboration with the M&E Officer with specific attention on the efficiency of the WFP Livelihood
Other Responsibilities:

- Contribute to CARE's funding sourcing and resource mobilization initiatives through information gathering, supporting assessments, learnings, and documentations.
Requirements
QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:
Required:
- Minimum of a bachelor’s degree in civil/construction engineering
- Minimum of 2 years’ experience working in a similar role & context
- Strong skills in analysis and problem solving
- Solid understanding and ability to adhere to local, state, and federal guidelines and regulations
- Ability and willingness to travel frequently – for at least 40% of the time
- Strong ability to supervise tendering procedures and compile job specifications
- Ability to carry out effective technical and feasibility studies, as well as site investigations
- Ability to effectively monitor and drive project activities
- Ability to prepare safety and function analyses
- Possess strong organizational and site management skills to effectively coordinate site activities
- Ability to perform calculation, dimensioning, and control of concrete and metallic construction
- Profound ability to carry out safety analyses and stability and quality control
- Ability to effectively work with professionals from other fields, including subcontractors and architects
- Strong ability to plan and manage project resources and budgets
- Excellent in the use of relevant civil engineering software programs, including AutoCAD and Civil 3D
- Strong communication skills, including verbal and written
Desired:
- Computers skills at least intermediate skills in Windows-based word processing, spreadsheet
- Ability to establish priorities, plan, coordinate, and organize own work plan.
