Job Summary

CARE Nigeria is seeking for a Scope Officer to oversee SCOPE-related activities for the anticipated Lean Season Project. The incumbent will be tasked with analyzing the requirements and functionalities for the Damaturu and Potiskum testing and ensuring the new features and respond to the programmatic needs. He/she will be the overall supervisor of the scope registration team and will be responsible for project field management, coordination, and regular monitoring in all areas of operation. He/she will also represent CARE at SCOPE-related meetings with WFP and stockholders.

RESPONSIBILITIES AND TASKS:

Job Responsibility #1: Programme Management    

  • Supervise the Scope Registration activities and provide appropriate guidance and oversight in daily field activities in respect of CARE procedures and requirements.
  • Ensure compliance with WFP and ACTED process and requirements.
  • Plan and follow related activities such as registration and distribution of Scope cards.
  • Ensure comprehensive project cycle management, with overall supervision of daily activities.
  • Prepare and submit all Scope project internal and external donor reports.
  • Total management of the SCOPE/ digital registration equipment, materials, and data.
  • Manages the SCOPE /digital registration data, and progress report of the e-registration activities to enhance smooth distribution exercise.
  • Manages shared e-registration-related complaints in accordance with CARE and WFP guidelines.
  • Liaises closely with WFP SCOPE Unit/Office regarding SCOPE implementation and related issues.
  • Actively participates along with other project officers in coordination meetings, if requested.
  • Prepares and submits all SCOPE registration activities reports at the end of each SCOPE activity. 
  • Draft scope budget including spending, procurement, and work plans based on activities and budgets.

Job Responsibility #2: Capacity building                                                                                     

  • Through direct technical assistance provision, build the capacity of program staff (registrars); identify staff development needs and design/suggest appropriate staff development approaches.
  • Provide ongoing technical support and mentorship for the unit staff to develop professional and technical competency.
  • Provide technical feedback on daily, weekly and monthly registration reports received from Scope project unit, ensuring that established program targets and objectives are being met.

Job Responsibility #3: Coordination                                                                                                           

  • Represent CARE in relation with WFP SCOPE unit.
  • Liaise closely with WFP Damaturu Office regarding Scope registration activities.
  • Meet with partners and donor agencies during field visits.
  • Promote a positive profile of the programme and good understanding among other sectors, partners and communities about the Scope related activities.
  • Develop and maintain strong working relationships with all stakeholders – WFP, Community support groups, community leaders, to enhance multi-agency and multi-sectoral cooperation and coordination.
  • Liaise with formal and informal local authorities to ensure communication and transparency of the SCOPE registration process.
  • Provide the necessary tools for a fair and transparent beneficiary selection.

Job Responsibility #4: Staff Management                                                                 

  • Manages all scope project teams directly, including enumerators and SCOPE registrars
  • Participate in the recruitment and mentorship of Scope registrars and enumerators
  • Hold regular meetings with the project management team to plan and address any concerns and share feedback regarding SCOPE registration activities.
  • Maximize all SCOPE process security, in liaison with the security officer, for both staff and beneficiaries. Report all security incidents or relevant information to the PM and Security officer

Requirements

QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

Required

  • BSc/HND in Statistic, Electrical Engineering, Computer Science, Computer Engineering, Information Technology, or related study.
  • At least 3 years of relevant work experience in a related technical environment.
  • Experienced in the INGO Sector of which 3 years should be working in SCOPE Registration/ e-registration programming / or project implementation in a humanitarian context.
  • Proficiency with LAN, Wireless, and WAN technologies
  • Fluency in English is required.
