The role of the Grant and Compliance Manager is to contribute strategically to the overall management of CARE International Nigeria’s grants portfolio, support the finance unit in budgeting for quality project implementation. The role will require the job holder to coordinate and be accountable for all grant activities at Country level, ensure achievement of Country grant portfolios growth plans, ensure high quality and timely communications with donors and managing effective working relationships with the Head Quarters and CARE member countries and different different donors at country level. Furthermore, provide oversight and analysis of the financial health of projects while ensuring compliance to donor requirements.
The Grant Manager, in collaboration with the Grants and Contracts Department at the Global Communities Headquarters, will advise staff on contractual and grant issues, donor compliance, and implementation of Global Communities polices related to sub award management and risk mitigation in high-risk settings.
Specific responsibilities include:
- Manage the grants team on the full subaward cycle including solicitation, pre-award, award, monitoring, and compliance, reporting and close-out.
- In coordination with relevant technical teams, manage implementation projects.
- Establish and manage the grants team oversight of the sub-grant processes including review of all partners financial documents/reports BvAs, review and approval of advances and liquidations, asset and inventory management including transfer of expendable and non-expendable supplies and equipment at the end of the project.
- Liaise with the Procurement Department to ensure all procurements done by local sub grantee partners are compliant with Global Communities and donor rules and regulations.
- Coordinate with the compliance unit and supervise teams that conduct compliance spot checks and monitor corrective action plans.
- Maintain overview of available budgets, budget versus actuals, pre-empting future realignments and advising on course correction and responding to information requests.
- Work collaboratively with Project Managers, to prepare, review, submit, and oversee project budgets and forecasts, ensuring alignment with project activities.
- Work closely with finance team to develop and implement a standardized package for quality financial management of grant funded projects including standard KPIs, budget and reporting guidelines, Gift in Kind treatment, procurement and asset management plans, compliance training, project start-up and closing procedures.
- Develop and manage country Master Budget.
- Work closely with Country programme teams to prepare for donor audits. Oversee coordination of donor audits with field offices for assigned portfolio of projects.
- Continuously evaluate Projects Financial Risks and update Risk Registers as required for escalation to Management, including mitigation measures.
- Review donor and partner agreements ensuring the financial terms and conditions are compatible with Plan’s systems and are favourable to quality implementation and reporting.
- Provide expert advice to partners on audit requirements.
- Monitor and report on implementation and performance issues of program sub awards in coordination with program, M&E, and security.
- Manage the grants team on the maintenance of subaward files; track and monitor electronic files during implementation.
- Support the process of identifying & exploring new fundraising opportunities; review and summarize funding requirements from various donors; evaluate & recommend response to fundraising opportunities.
- Support budget preparation with a focus on appropriate costing models, alignment with proposed activity/staffing plans as well as maximizing cost recovery.
- Ensure proposals have best in class budget presentation and budget notes, in line with donor guidelines.
- Ensure that the pipeline is effectively monitored, with the timely completion of the Global pipeline management system.
- Work with Senior Business Development Manager to establish and maintain a data bank of concept papers/proposals.
- Manage the grants team to assure OFAC and vetting requirements are implemented.
- Develop, manage, and monitor the Global Communities YCST subaward risk mitigation plan.
- Coordinate with the program team on selection, institutional capacity development plans and overall partnership development methodologies.
- Support Global Communities senior management in business development.
- Conducts and supervises formal trainings on Global Communities and donor rules and regulations.
- Mentors and trains grants coordinator, grant officers, and grant assistant on all aspects of subaward management and compliance.
- Other duties as assigned.
Knowledge, Skills and Abilities
- Proven experience in financial management, including financial reporting and analysis, developing costing models / budgets at the project design stage and risk assessment and mitigation.
- Ability to interpret and analyse complex information from a range of sources and present to a donor in a detailed and accurate way.
- Demonstrated knowledge and prior experience working with a wide variety of international development funding agency rules, regulations and contracting structures, including experience with donor agencies such as USAID, DFDO, EU, Global Affairs Canada, UNICEF, UNFPA, WFP, UNOCHA amongst other donors.
- Proven facilitation, training, and capacity building skills, ideally in supporting partners or colleagues.
- The numerical ability to analyse financial information, budget and monitor costs.
- Excellent communication skills, particularly to produce high quality written narrative.
- Confidence to operate in a strategic leadership role and to engage with senior managers
- Ability to think and work proactively and flexibly, creatively, and strategically under pressure or when faced with competing demands.
- Ability to work well in a team and cross-organisationally and to establish excellent relationships with colleagues from different functions and cultures.
- Confident and proficient in the use of MS Office.
- Demonstrated ability to form effective and productive relationships with stakeholder counterparts, to achieve program objectives.
- High degree of accuracy and very strong attention to detail.
- Understanding of the full-life cycle of a sub-award and the different subaward mechanisms to include simplified grants, standard grants, fixed amount awards, in-kind grants, and grants to local governmental organizations.
- Experience developing and implementing successful programme funding strategies and of delivering income against targets.
- Development and / or humanitarian programming experience, and a good understanding of international development and humanitarian issues
- Experience securing institutional funding grants and contracts at a multimillion level
- Experience preparing quality narrative and financial reports for institutional donors
- Sound knowledge of humanitarian funding policy and typical contract rules and procedures
- Experience establishing and cultivating strong donor relationships that have delivered substantially increased income
- Experience of managing a team of staff and promoting high performance
- Fluency in written and spoken English.
- Bachelor’s degree in finance, business administration, or related field. Master’s degree preferred.
- At least 7 years of professional experience.
- At least 2 years of team leadership experience.
- Experience working with sub-grantees and/or local partner organizations.
- Experience working with local national organization and building local capacity with nascent organizations and understanding of institutional organizational development preferred.
